Enhance API Rate Limiting Controls

I'd love to see more granular controls over API rate limits - especially for development vs production environments. Right now it's a one-size-fits-all approach.

Null Data in /api/v1/data Endpoint

I'm occasionally getting null values in data responses when querying /api/v1/data?filter=active. Seems to happen under high load conditions.

Add JWT Refresh Token Information to Docs

The docs mention JWT usage but I noticed we can request token refreshes. Would be great to include clear examples of the token refresh process.
